EEC 2040
To support the implementation of the Climate and Innovation Act (KlG), the Federal Council transformed the original Exemplary Energy and Climate initiative into a national programme. EEC 2040 supports federally affiliated enterprises, decentralised federal agencies, the Swiss cantons and associated cantonal organisations as they lead by example to achieve the target of net zero by 2040.
Under Article 10 KlG, the federal government and the cantons are expected to lead by example in achieving the target of net zero. Article 10(4) KlG requires these organisations to work towards net zero by 2040 rather than 2050, the target date that applies to private-sector enterprises. The federal government provides the necessary foundations and support to enable them to fulfil this exemplary role.
Since the beginning of 2026, the EEC 2040 national programme has fulfilled this mandate by providing public-sector organisations with expert guidance, practical tools and opportunities for professional exchange.
The Exemplary Energy and Climate initiative was launched in 2013 with an initial agreement to target energy efficiency and promote renewable energies. In its second phase from 2021 to 2025, the initiative brought together 18 public service providers and three institutional investors.
